About SEECOM
SEECOM is an informal international professional forum established in Budva, Montenegro, in 2012. It brings together public sector communicators from South East Europe to promote high professional and ethical standards in public sector communication and good governance through the exchange of experience and expertise.
Its members include directors of government communications offices, communications advisers to heads of government, government spokespersons and other senior public sector communicators from 13 countries across South East Europe.
SEECOM’s credo is that effective communication with citizens helps governments develop better policies — policies that are more responsive to people’s actual needs, expectations and concerns.
SEECOM’s founding values are set out in the Budva Declaration, Europe’s first transnational declaration of core professional and ethical principles of government communication. The Declaration was adopted by senior government communication officials from South East Europe at a conference in Budva, Montenegro, in September 2012.
After a period as a formally established association, SEECOM continues today as an informal professional network, returning to the model of professional exchange on which it was founded in 2012.
