The second South Eastern European Government Communications Conference brought together government communicators from 13 countries in the region. Discussions addressed public communication as a public service, communication resources, two-way communication, citizen participation, social media, EU affairs, the presentation of public policies and regional cooperation.

Participants adopted the Statute establishing SEECOM as a non-profit professional association based in Budva.

The conference was organised by the Government of Montenegro in cooperation with the US Embassy in Podgorica, the Konrad-Adenauer-Stiftung Media Programme South East Europe, the Regional Cooperation Council and UNDP Montenegro.

The first South Eastern European Government Communications Conference brought together officials from nine South East European countries and experts from Europe and the United States.

The conference adopted the Budva Declaration, setting out shared professional and ethical principles for government communication, and established SEECOM as a regional professional forum.

The event was organised by the Government of Montenegro, UNDP Montenegro and the Konrad-Adenauer-Stiftung Media Programme South East Europe. Welcome remarks were delivered by Prime Minister Igor Lukšić, US Ambassador Sue K. Brown, UN Resident Coordinator Rastislav Vrbensky and Henri-Giscard Bohnet, Head of the Konrad-Adenauer-Stiftung office.
